linkerd-policy-controller deprecation

TL;DR: Linkerd has stopped building the linkerd-policy-controller image

The functionality previously provided by the linkerd-policy-controller image is now integrated into the linkerd-controller image (version 25.8.3 or newer). In line with upstream changes, we have stopped building the linkerd-policy-controller image. As it will no longer receive updates, and to avoid confusion, we will withdraw the older images.

To ensure continued support and access to all features, please make the following updates:

• Start using the linkerd-controller image version 25.8.3 or newer.

• Remove any references to the linkerd-policy-controller image from your deployment configurations and repositories.
