Mitigation Strategy for usrmerge

We want to keep you informed about our planned migration to the "usrmerge" filesystem layout, which impacts /usr/sbin and /lib. To assist with a smooth transition, we’ve introduced a Mitigation Strategy to help you communicate to your teams and prepare for these changes.

Additionally, the final migration is scheduled to happen on March 31, 2025 and exact time/date will be published next week.
